Steel enamel is much harder, keeps its finish for decades, resists scratches and discolouration, and feels more solid. Acrylic is lighter and cheaper but wears faster.
In most cases, yes it depends on the floor build-up and drainage. We check this at the survey and set it perfectly level for a clean, walk-in finish.
